mittim12 is correct here. Uninstall Connection Server and uninstall the AD LDS Instance and reinstall.
What will have happened is that someone had already installed View Connection Server on this machine and left the AD LDS instance installed. The default admin for a Connection Server installation is the user who installed it. If that wasn't you, you will therefore have no rights on that instance even if you are a domain admin. Hence the error.
