Please try this:
Create a new dummy windows 7 virtual machine without installing os in it and add the existing hard disc of your windows 7 vm to it.
This should rule out any missouts in the vmx file if my logic is right.
Next try reinstalling vmware tools ( I know you have done this numerous times but i insist you do it the following way)
Log into windows 7 and uninstall vmware tools from control panel.
Restart vm
Now click on Virtual Machine menu and go to settings.
Disable sharing and clear out all mirrored folders
Start VM
Install vmware Tools
Restart VM
Enable sharing.
now try the drag and drop feature in the vm.
